Matrix Announces New Rocky Mountain Property Focus
Santa Barbara, CA - Matrix announced today that it has obtained leases in Northwest Colorado to pursue Niobrara production. The lease position of approximately 3600 acres will allow for Matrix to operate or partner with a local operator to drill and develop shallow, low risk oil targets located within the Niobrara. The lease position is located near Meeker, Colorado. It is expected that Matrix will spud a test well in May, 2012. In addition to activity in Colorado, Matrix purchased a land position in the fourht quarter of 2011 of a 7% working interest in a 1200 acre unit operated by Continental Resources in Williams County, North Dakota. The unit offsets Brigham Exploration acreage that has a producing Bakken well (IP rates of 2800 BOPD/4600 mdfd). Activity to date by Continental in the unit includes the drilling of the Todd 1-6H well drilled to 20,157 feet in December with the total depth designed to have a 2 mile lateral in the lower Bakken. It is expected that the operator willl complete the well by April 2012.
Matrix Provides an Update on Permian Basin Activities for 2012
Santa Barbara, CA - Matrix announced today all aspects of its Permian Basin Field activity will be coordinated from its new office in Midland, Texas. The activities to include partner coordination and the pursuit of potential acquisitions will be managed by Mr. Johnny Jordan, President of Matrix Oil Corporation. The company expects to participate in 2012 in activity in the basin to include participation in the drilling of 9 development wells, participation in the acquisition of one 3D seismic survey, and participation in numerous well workover activiteis in its current field positions located in Jameson North, JJM Arledge, Rowena, and Boyd Unit Fields located in Mitchell, Nolan, Runnel, and Stonewall Counties. Matrix expects to increase its prodcuction base in 2012 by 100% and plans to pursue potential acquisition of producing properties in urban areas or in leases near its current production.
City of Whittier City Council Unanimous in Support of Matrix Oil Project to Drill in Whittier Hills. Approves Matrix Draft CUP and votes to certify the FEIR
Whittier, CA. Following 7 days of public hearing in Whittier, held from November 7 to November 28, the City of Whittier City Council voted unanimously (5-0) to approve a staff recommended Draft Conditional-Use Permit to allow drilling on the Matrix Whittier Main City Lease and to certify the Final Environmental Impact Report (“FEIR”) which analyzed the Matrix Oil Corporation Project Proposal. During the 7 days the City Council listened to approximately 110 citizens, city staff, environmental consultants, spokespeople from local service groups, and to Matrix Oil Corporation Officers and consultants that included an initial presentation, answers to questions and a final presentation regarding merits of the project. The vote to approve and certify was followed the next day, November 29, by a Notice of Determination (“NOD”) statement filed by City Staff on the results of the 7-day hearing. The NOD is posted on the City of Whittier website under Mineral Extraction Project. The NOD initiates a 30-day clock from November 29 for any challenges to the project to be filed by parties in opposition to the project. City Councilman Joe Viniteri stated, "I believe this project will help continue our generational quality of life. This is one of the most significant things that will impact us in the last 50 years”.
City of Whittier Planning Commission Votes Unanimously to Approve a Conditional Use Permit and Final EIR
Whittier, CA. Following 4 days of public hearing in Whittier, held from October 19 to October 25, the City of Whittier Planning Commission voted unanimously (5-0) to approve a staff recommended Draft Conditional-Use Permit to allow drilling on the Matrix City of Whittier Lease and to Certify the Final Environmental Imjpact Report which analyzed the Matrix Oil Corporation Project Proposal. During the 4 days the Planning Commission listened to City Staff, environmental consultants, public citizen comments, either for or against the project, and to Matrix Oil Corporation Officers and consultants that included a presentation, final statement and answers to questions. The approval will allow final consideration of the project by the City of Whittier City Council to include a yes or no vote to Certify the EIR and to allow drilling on the Matrix City lease over the former Chevron owned Whittier Field. Commissioner Fernando Dutra stated, "I believe the benefits far out-weight the negative impacts." One Whittier resident said she thought the vote reflected the will of the people, stating that in the last City Council election, the candidates who opposed drilling were overwhelmingly defeated. The proposal now goes to the Whittier City Council for hearings beginning November 8. If drilling is approved, the City could receive annual oil royalties ranging from $7.5 million to $115.4 million according to a theird-party economic study that was made part of the EIR.
Independent Environmental and Land Use Experts Report on Whittier’s Right to Extract Gas and Oil from Preserve
WHITTIER - Matrix Oil is pleased to report that the Whittier City Council received important testimony Tuesday night from recognized experts regarding the City’s right to recover oil and gas from the Preserve. Two separate reports were submitted regarding the Whittier Main Field Oil Project and Proposition A, the Los Angeles County ballot measure that allowed Whittier to purchase the land for the Preserve.
Esther Feldman, a leading environmentalist and the author of Proposition A, gave her analysis regarding the City’s right to extract oil from the Preserve. She concluded that: “Proposition A’s intent and goals can be preserved and that the proposed oil and gas project can be carried out in a manner that is consistent with Proposition A and its implementing documents.”
In addition, Carlyle Hall, Jr., one of California’s foremost legal experts on environmental law and land use, submitted his own report which stated emphatically that Whittier has the right to lease land for oil and gas extraction. He found that, “Longstanding California Real Estate law principles governing the use of lands for public use give Whittier the legal right to extract oil and gas underlying the subject property, so long as, the proposed surface activities do not materially interfere with the public’s use of the parkland.”
“These two reports from independent experts put to rest questions regarding the City’s right to use a small area in the Preserve for greater public benefit. The Whittier Main Field Oil Project has been designed to ensure minimal disruption and to conform to existing environmental law and land use,” said Mike McCaskey, Executive Vice-President of Matrix Oil, after the meeting.

Matrix Statement on third production test of Texas Arledge Lease well in Nolan County, TX
Matrix announced results of a successful production test on a second delineation well on its Arledge Prospect on JVA Arledge Lease #3 well in Nolan County, Texas. The JVA operated Arledge #3 drilled to 7042 feet on the JMM Field Lease Offset Prospect is an offset well to the Arledge #2 test for Odom and Ellenburger zones in the structural and stratigraphic closure prospect. The #3 well was tested in the Ellenburger Formation for sustained flowing rates of approximately 160 barrels of oil per day. The well is currently on production and extends/proves the field to an approximate area of 600 acres. From the results of the first three wells it is planned to drill an additional 3 wells by the end of September. Matrix owns a 19 percent position in the prospect with current net production of approximately 56 barrels of oil equivalent per day and net third-party bank-deck forecast reserves of approximately 110,000 barrels of oil equivalent.
Matrix Statement on City of Whittier Release of Revised Whittier Main Oil Project Revised DEIR
Per Mike McCaskey to the City of Whittier Daily News - - Our immediate plan for Matrix is to get the newly released document for our review to which we will work with City staff to present any information on the report that we deem necessary to increase the accuracy of the City environmental analysis.
It is our goal to review the document to make sure that any and all data in the document relative to our project is accurate. We also plan to profide support or feed-back to any City or LA County group to support or satisfy inquiries relative to the data presented on our project as described in the DEIR document.
We are confident that our 7-acre project will meet the highest standards that the City of Whittier and the County Of Los Angeles will expect regarding a safe and environmentally sound project that can benefit all aspects of the community.
From our understanding of legal law on Prop A, our project is totally acceptable as a development project the City of Whittier can undertake with our company. We look forward to the upcoming City and County review and the approval of our application for a CUP to develop the property to the benefit of all Whittier residents.
Matrix Statement on Rowena Field, Runnel County, TX
Matrix announces an update on activities associated with its 70% non-operated, working interest in the Rowena Field, Runnel County, Texas. The property, operated by JVA, acquired effective June 1, 2010 has two active wells on an approximate leasehold of 1200 acres. The operator, JVA, successfully tested the Ellenburger Formation in February, 2011 in Lange 1U. The Ellenburger test expands the potential of the field which is producing approximately 19 BOPD/190 MCFD net to Matrix. Additional Ellenburger tests are planned in late summer, 2011.
